Phil Bullard is in his second year on the Pirate coaching staff in 2024. He will assist with football operations, special projects and also serve as an academic mentor.
Bullard is a native Californian and proud graduate of both the California Community College and California State University systems, appreciative of the education provided to him.
Coach Bullard's football career started at Soquel High School in Santa Cruz before he earned all-conference honors as an offensive lineman ar Cabrillo College. He transferred to Cal Poly San Luis Obispo and played offensive line and tight end for the Mustangs through 1990.
After graduating in 1992, Bullard began his coaching career at Morro Bay High School for four years. He helped lead the Pirates to an undefeated CIF title in 1996. He took a break from coaching and spent four years in sales, predominantly in the medical field. Bullard entered public education again as a Science/PE teacher and football coach at Arroyo Grande High School from 1998 to 2002.
In the Fall of 2002, Coach Bullard moved to Ventura County and began his tenure in the Oxnard Union High School District as an Assistant Principal and then Principal until 2006. Bullard then started an independent financial planning and insurance services firm where he and his partners have developed quality, long-term relationships with their clients, supporting and guiding them in their life's financial goals.
In 2021 Bullard met VC head coach Steve Mooshagian and began his time as a volunteer academic and career mentor for the Pirate football team. He has been able to expand his role with the program and directly support the football players and football staff as Director of Football Operations and Learning Resource Instructor. Coach Bullard's objective is to serve the students and staff to get things done efficiently and correctly during each student athlete's time at Ventura College.
Coach Bullard lives in Ventura with his wife Diana. They have four children, Zach, Josh, Vanessa and Brandon and two dogs, Lulabelle and Booker.
